Depends on the celebrity, they’re all different. Some do their own twitter account while others leave it up to a friend, manager, or public relations people. I suspect most probably do their own, just gotta know that person well enough in order to really notice. You can also check for the “verified account” badge, to make sure it’s the real celebrity twitter account.
